Yeah your best bet is merchants or Khajiit caravans/traders. You lot can as well find some occastionally in containers throughout the game globe but this seems not to happen all that much.
Or y'all could just use the panel command to instantly get some (though I guess you could say it's technically "cheating"):

The full general stores of each major boondocks have that. I oasis't bothered trying all the same, but there are piles of straw all over Skyrim and pitchforks, maybe that is a inexpensive way. That's piles of wheat, if you lot're talking about the ones you see in the farms. Never seen straw outdoors myself, and I tend to click on everything but to see what it does, but maybe I just missed it. I don't spend much time in farms in the game.
